Bad week to fly through O’Hare; cancellations near 2,000

More than 1,400 hundred flights have been canceled since Wednesday at Chicago O’Hare, which has been hammered by a persistently stormy weather pattern.

Go back to Tuesday — when a computer outage at American Airlines snarled its operations — and more than 1,960 flights have been canceled during that period.

Today alone, flight-tracking service FlightStats counts 495 cancellations at the Midwest hub as of 9:30 a.m. ET this morning (April 18). And with Chicago’s poor weather expected to last into the evening, the tally of cancellations could grow throughout the day.

The majority of today’s O’Hare cancellations come on American and United and their regional partners. United and American each operate large hubs at Chicago O’Hare, where they are the airport’s No. 1 and No. 2 carriers, respectively.

The disruptions are a particular nuisance to American, which on Tuesday was forced to ground its entire fleet for several hours after computer problems prevented it from accessing its check-in and reservations systems.

American canceled more than 900 flights nationwide during the snafu and said it hoped  to resume normal operations Wednesday. But while its computer systems may have been back online, Mother Nature complicated American’s attempt to return to a normal schedule in Chicago.

American was forced to cancel nearly 450 additional flights Wednesday, with many of those coming at stormy O’Hare. American said about 100 of Wednesday’s cancellations were lingering problems from Tuesday’s outage but said Chicago weather accounted for most of the others.

All told, American and its American Eagle affiliate have now canceled more than 1,500 flights since Tuesday.

“This is a milestone in the history of business aviation,” said NBAA president Ed Bolen at a press kickoff event for ABACE 2013 held in partnership with the Shanghai Airport Authority. “We’re delighted to be back in Shanghai.” The first ABACE (Asian Business Aviation Conference & Exhibition) was held in Shanghai in 2005. “With that initial show, we planted a seed,” Bolen said. “Thanks to a visionary number of leaders here in Shanghai and throughout the Chinese government, we’ve been able to see that seedling grow.” Evidence of that growth is visible at this year’s ABACE, with 33 airplanes on static display, up from 27 last year, more than 180 exhibitors (up from 150) and an expected double-digit jump in attendance to more than 6,000 people. “It’s exciting for us to be here at a time when Asia, led by China, has established itself as the fastest-growing market for business aviation in the world,” Bolen said. Business aviation in China is not growing by happenstance, he said. “It has been thanks to visionary leadership, careful planning and a lot of hard work by people involved at all levels of the government and all levels of the CAAC and everyone in industry.” JetOptions is a member of NBAA (National Business Aviation Association) and Gus Lira VP of Sales will be attending ABACE 2013.

The Boeing business jet or BBJ1 is a member of the 737 family of airliners and is based on the 737-700 airliner. It was officially launched in 1998. The BBJ1 has a range of 6,141 nm so it can fly non-stop from Johannesburg to London, Los Angeles to Paris or New York to Tokyo. The spacious 5390 cu ft cabin is customized to meet individual or business requirements for eight to 149 passengers, but it typically seats 19 passengers. The interior configuration installed by completion centers with interior designers can include an executive office, conference rooms, private offices and bedrooms. Personal environments can be created for example with a living room, dining room, two bedrooms and two bathrooms. Fresh air is constantly circulated throughout the cabin. There are two temperature control zones for the passengers and crew. The BBJ is self-sufficient at airports with reduced ground support and limited facilities. The aircraft has built-in airstairs and easily loaded cargo holds. The glass cockpit incorporates many features of the Boeing 777 cockpit. The cockpit is fitted with a Rockwell Collins Flight Dynamics HGS-4000 head-up display and six Honeywell flat-panel liquid crystal flight displays. The HGS-4000 has improved low-visibility take-off guidance, runway deceleration cueing and advanced display features. The BBJ, despite its size and its maximum takeoff weight of 171,000 pounds, can take off from a sea level runway in 5,885 feet. At an altitude of 5,000 feet and a temperature of 77°F, the required runway distance increases to 9,645 feet. For comparison’s sake, the average takeoff distance of heavy private jets at sea level is 5,500 feet. The average MTOW of these private jets is 52,000 pounds, 30% of the BBJ’s MTOW.

Today, the Obama administration released its latest annual budget proposal for fiscal year 2014, which again proposes per-flight user fees for general aviation, and I’m asking for your help in ensuring that Congress fully understands the business aviation community’s unconditional opposition to user fees.

It is unfortunate, but not surprising, that the frequent negative rhetoric about business aviation from the White House has once again translated into an onerous policy position from the administration, but that’s exactly what has happened with the new federal budget proposal.

In its FY2014 budget plan the White House claims a $100 per-flight user fee is needed to help reduce the nation’s deficit – a claim made in previous budget proposals. Clearly, deficit-reduction is a priority, but it is also clear that this unwarranted user fee could significantly harm an essential American industry.

Congress has repeatedly rejected aviation user fees, in part out of recognition that, unlike the proven, efficient, fuel tax paid by general aviation to help fund the nation’s aviation system, user fees would be burdensome to comply with, and would require a large, expensive bureaucracy to administer. In fact, just before the White House budget proposal was released, a bipartisan majority of Congress sent a letter again expressing opposition to user fees, a move welcomed by NBAA.

As the White House budget proposal heads to Congress for consideration, we need you to alert your representatives in Congress today, and reinforce our industry’s position that fuel taxes are a better mechanism than user fees. NBAA has developed a new message for the association’s online Contact Congress resource. This is the advocacy tool our industry has effectively used to oppose user fees in the past; by using this resource now, you can help us remind Congress of our continued opposition to user fees.

In addition to using NBAA’s Contact Congress email form, I also urge you to take action through a new Twitter-based tool NBAA has developed, which leverages the power of social media to advocate for the industry. Automatically prepared tweets sent through this system will be seen by not only by Congressional staff, but also by the White House, the media and your own Twitter followers. Tweet your elected officials now.

United Kingdom Starts Implementing Air Passenger Duty

At the beginning of March, the United Kingdom HM Revenue & Customs confirmed that Air Passenger Duty (APD) would be implemented on business aircraft passengers departing from United Kingdom Airports, where the Maximum Take Off Weight of the Aircraft is greater than 5.7 tons which applies to most business jets.  It increases further when the Aircraft’s Maximum Take Off Weight is greater than 20 tons.  Until this point, business jet aircraft passengers have been exempt from the Duty.

With effect from the 1st April, 2013 the following rates, per passenger, will be levied by the United Kingdom Government on all departing flights; for simplicity, the Government has introduced a banding system, based on the distance from London, regardless of departing Airport in the UK, to the capital city of the final destination country, again regardless of the destination itself.  Following are the Bands for reference:

1)      For a Learjet 45, carrying 6 passengers, from Farnborough to Paris (Band A) the Air Passenger Duty would be £13 x 6 = £78 (118 USD)

2)      For a Hawker 1000, carrying 4 passengers, from Farnborough to Sharm el Sheikh (Band B) the Air Passenger Duty would be £67 x 4 = £268 (406 USD)

The APD is applicable to all flights qualifying under the weight rule, regardless of whether they are private or commercial and is a Duty which cannot be reclaimed or exempted, regardless of the Nationality or State of Registry of the Aircraft.

Regrettably therefore, JetOptions started implementing this change from 1st April 2013 and any Duties levied will be recharged at cost through the normal accounting process.

What are the different types of private jets I can charter from JetOptions Private Jets?

You can charter every type of private aircraft from JetOptions. Private jets are typically categorized into 7 different size classes ­very light jets, light jets, mid jets, super mid jets, heavy jets and VIP airliners

Very light jet is the smallest jet category. Seating is for 4-6 passengers, with a maximum take-off weight of under 10,000 pounds. They normally have a range of about 1,100 nm. Examples are the Citation Mustang, Embraer Phenom 100 and Eclipse 500

Light jets have a cabin height approximately 4 feet 6 inches, width of about 4 feet 9 inches, and cabin length that varies from 12 to 16 feet. They typically seat 6 or 7 passengers. The aircraft typically have a limited galley and lavatory, and a range of between 3 and 4 hours or 1,000 to 1,800 miles. Examples are Hawker 400XP, Citation Jet 3 and Learjet 40XR.

Mid-size jets have a cabin height of approximately 5 feet 8 inches and a width of close to 6 feet. The cabin length ranges from 17 to 21 feet. They typically seat 9 passengers. They are equipped with a small galley and a fully enclosed lavatory. Mid-size jets have a range of between 4 and 5 hours or 2,000 to 2,500 miles. Examples are Learjet 60, Hawker 900XP and Citation XLS.

Super Mid Jets are a step up from Mid Jets and offer more space, fuel capacity and an average travel range of 3,500 miles. These aircraft can hold up to 9 passengers comfortably, have large cabin interiors with standing room, and have amenities such as full galleys and other luxuries that may be found on large jets. Examples are Challenger 300, Citation X and Hawker 4000.

Gulfstream G650 is in the heavy jets categoryHeavy jets have sizes and ranges that vary significantly depending on the model. Heavy jets generally have a cabin height of over 6 feet and are considered true stand-up cabins. Cabin width varies from 6 to 8 feet and cabin length ranges from 28 to 50 feet. They can seat 12-19 passengers. Heavy jets have a range of 6 to 14 hours or 3,000 to 7,500 miles. They always have a full lavatory and galley and some fly with a flight attendant. Examples are Gulfstream G550, Global 6000, and Challenger 605.

VIP Airliners VIP Airliners are the ultimate in luxury private aircraft travel for larger groups of passengers.  They have a true cabin height of over 6 feet and have a range north of 7,000 nm thereby flying nonstop to almost anywhere in the world. They have a capacity of upwards of 20+ passengers. Examples are the Boeing Business Jet, Airbus Corporate Jet and Embraer Lineage.
